Buy a tray, then "make" a comb at a tech shop with a laser cutter...
But then it still needs an electrode...are you OK with stainless steel?
But, you're really asking for a lower price for the one from years ago:
http://blog.ginkgobioworks.com/2009/09/01/pearl-biotech-open-gel-unboxing/
and is it even for sale?
This is the only product now available from pearl:
http://pearlbiotech.com/pages/blue-transilluminator-factsheet
no mention of the old gel box and no "open source" files either... hmmm..
These are now it seems:

but mini.
