Role: Project Manager
Location: Brooklyn, NY

SCOPE OF SERVICES

·         Define project scope, goals and deliverables that support business objectives in collaboration with stakeholders and senior management

·         Apply project management concepts, principles, and practices for delivering tactical or strategic projects that are high in complexity

·         Work closely with Project Management Office to ensure completion of projects on-time and on-budget

·         Contribute to DOT’s strategic planning initiatives by suggesting/understanding available technology options to satisfy current and future business needs

·         Create and maintains strategic partnership between business needs and technology delivery

·         Effectively communicate project expectations to team members and stakeholders in a timely and coherent fashion

·         Ensure successful completion of solution implementations utilizing strong leadership, project and resource management skills

·         Create and maintain application development project plans that communicate tasks, milestones dates, status and resource allocation

·         Set up Software Development Life Cycle (SDLC) process following standard development methodologies (Waterfall/RUP/Agile)

·         Guide teams to adapt SDLC best practices.

·         Understand users requirements and categorize them for release planning

·         Analyze abstract business problems and  help create designs and architectures to solve them

·         Brainstrom and communicate solution ideas with the team, clients, and management to ensure all stakeholders are engaged and are part of the solution

·         Have a technical understanding in the areas of application programming, database and system design using Microsoft technologies (Microsoft .NET, C#, Reporting, Web Services, SQL Server, Visual Studio etc.), GIS tools (ArcGIS, map data formats) and legacy mainframe systems

·         Understand technical design specification

·         Understand Internet, Intranet, Extranet and Client/Server architectures

·         Understand how legacy and web based systems interface with each other

·         Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs

·         Guide and assist technical teams in design and development tasks

·         Guide and assist test teams in documenting test cases, creating test plans and testing efforts

·         Estimate costs and resources related to business requirements and create project plans

·         Coordinate delivery of development efforts and track project deliverables using appropriate tools

·         Develop and deliver progress reports, proposals, requirements documentation, and presentations.

·         Monitor and report on progress of the project to all stakeholders

·         Implement effective change management processes and devise contingency plans

·         Lead project teams in identifying and qualifying risks associated with the project and create risk mitigation activities

·         Identifying and resolve issues and conflicts within the project team.

·         Identify and manage project dependencies and critical path

·         Coach, mentor, motivate and supervise project team members, and influence them to take positive action and accountability for their assigned work

MANDATORY SKILLS/EXPERIENCE:

·         BA/BS Degree or equivalent, in a technology related field or other degree preferred

·         8/-10 years of experience in successfully overseeing medium to large scale information technology projects

·         Experience managing application development project using Microsoft/ Java/ Open Source technologies

·         Expertise managing application development projects using Microsoft/ Java/ Open Source technologies.

·         Expertise in using project management tools such as MS-Project, Project Server, Team Foundation Server of Primevera

·         Ability to present project health/status using reports and dashboards

·         Strong analytical, decision-making and problem solving skills

·         Good communication, presentation and leadership skills

·         Team player who can establish excellent working relationships with peers and other teams

·         Ability to work on multiple projects as team lead

·         Ability to understand business requirements and estimate for delivery commitments

·         Utilize application development environment, tools and methodologies across multiple platforms as needed

·         Experience using Microsoft Office Applications

DESIRABLE SKILLS/EXPERIENCE:

·         Project Management Professional

·         Technically proficient in more than one language and platform

·         Experience with version control and release management principles

·         Prior experience in federal/state/local government project s.
