This article is irresponsible journalism.  Such articles must explain the worst case outcome and the best case outcome in order to be considered objective (business outcomes, science outcomes and health outcomes), otherwise journalists are only creating FUD.

History is repeating itself in this area of work.  Refer back to the origins of Schedule 1 and Schedule 2 and the DEA vs. "community efforts".
