You can use a special Y-splitter cable or hub but unfortunately only on some devices. Apparently a 100k resistor between the Sense pin and ground is the signal for OTG + power and if the USB chipset and kernel driver supports this feature then it should just work:

I have some Windows 10 tablets that charge through the only USB port they have, and to connect an external keyboard/mouse I have to stop charging.
Or at least I thought I did, until I read your email.
I will have to try charging from a USB hub that has the keyboard/mouse attached to its other ports, and see if that works.
I may have some cheap Android tablets around with the same configuration, and I will try those as well.
