I published an article earlier this year in a peer reviewed ASM (American Society for Microbiology) journal called Microbiology Resource Announcements. I used my gmail email, home address and did not need to become a member. As it is an open source journal, paying for the publishing costs was the biggest investment, but no different from an academic author who was not a member.
