SCOPE OF SERVICES   

AGENCY MISSION: The Department of Small Business Services (SBS) makes it easier for companies in New York City t o form, do business and grow by providing direct assistance to business owners, fostering neighborhood development in commercial districts, promoting financial and economic opportunity among minority- and women owned businesses, preparing New Yorkers for jobs and linking employers with a skilled and qualified workforce.

PROJECT DESCRIPTION: The Division of Economic and Financial Opportunity ("DEFO") manages the City's M/WBE Program. Created in December 2005 when Mayor Bloomberg signed Local Law 129 (LL129), the M/WBE Program requires City agencies to establish participation goals for M/WBEs for prime contracts and subcontracts in specified industries. This provides City-certified M /WBE greater access to City contracting opportunities and capacity-building services to help them become more competitive in this complex marketplace. In January 7, 2013, Mayor Bloomberg signed revisions to the law now called Local Law 1 of 2013 (LL1/2013).  LL 1/2013 contains additional provisions relating to oversight of the M/WBE Program to ensure agency compliance with the various requirements. In the first five years of the program, certified M/WBEs have won more than 40,000 prime and subcontracts valued at over $3 billion with the City of New York. 

Over the next several months, SBS must implement mandated changes to the Online Directory to meet LL 1 /2013 requirements. These changes will include, but are not limited to, collecting and displaying additional information via the Online Directory interface. For example, the interface must be modified so that new data elements captured in the M /WBE application process (Union, Bonding, et c) is prominently displayed to all. SBS is seeking a Senior Software Quality Assurance Engineer to work with our Technology Unit on the testing components of the suite of systems that support the Agency's DEFO Division.

Responsibilities will include: 

1. Develop a comprehensive QA project plan that takes into account all required work, constituencies and resources.

2. Create comprehensive testing plans for functional testing and load testing of planned system enchantments.

3. Design, implement, document, and maintain test scripts and test tools used to perform unit tests, regression tests, and load tests, based on the selected tools.

4. Execute upon testing plans by performing white-box and black-box testing.

5. Through the execution of test plans, identify and document system issues and bugs

6. Meet regularly with the project manager, project sponsors, and Technology Unit staff to communicate progress, issues, and next steps. 

MANDATORY SKILLS/EXPERIENCE

• The candidate must have a minimum of at least 5 years testing experience. Experience leading a testing team will be a plus.

• The candidate must have strong knowledge of Microsoft technologies including ASP.NET. 

• Demonstrable strong working knowledge of SQL and experience with SQL Server 2005 and 2008.

• Familiarity with Microsoft Visual Studio Team System 2008 Test Edition and Test Load Agent.

• Excellent verbal and written communication skills and a solid customer service orientation are essential. (Sample written documentation prepared by the candidate including test plans should be provided with the resume).

• Strong capacity for logical thinking, with the ability to understand complex applications, must be a creative problem solver.

• Naturally bright; ability to consistently deliver top-level results in a team environment.

• BS in Computer Science (or equivalent) is required. Must be able to work independently and in a team environment.  

• Programming experience with ASP.NET(C#), HTML, and JavaScript. 

• Experience with Mercury products, such as Mercury Quality Center and LoadRunner.
