percent, in biology, generally means 5 grams per 100 ml.  It is a weird measurement, but that's just how it is.  Molarity (M) is moles per liter, where the mass of a mole is different for different compounds.  For NaCl the molar mass is 58.44 g/mol (according to google), so you need about 60 g per liter.  so 5% cannot be diluted to 1.5M, becuase 1.5M is about 90g/L and 5% is 50 g/L.  Fortunately, NaCl is table salt so you can make your own 1.5M solution.

To do this, you should add less than the desired amount of water, to a beaker/flask/bottle (although i recommend a beaker, because the latter two are a pain in the ass to clean), add and try to dissolve the salt, and then add water up to how ever much you want to make.  Salts/solutes do take up quite a bit of room at high concentrations.
