Also, "they" is false too. Government organizations are made up of individuals (many of whom chose government jobs for certain reasons I won't list here, suffice to say the average government worker enjoys only working 7 hours a day and not putting in extra effort; there's few reward systems for extra effort anyway). These individuals are doing their own work and communication between departments is often non-existent. There is no "they" or mass-coordination between government departments -- even when/if government tries to create umbrellas, it often breaks down quickly. For a hypothetical example there are departments which monitor "all" cellular calls and "all" email with voice and text recognition to match known suspects and known phrases yet saying diybio keywords is likely not part of this system because one tentacle doesn't know what the other tentacle is doing, so "they" can't necessarily trace anything over the phone to a particular diybio activity. Even if this did exist, different departments would likely not share information with each other for either competitive reasons or due to complacency or due to perceived lack of priority. Makes for great comic books though.
