I think realistically alot of capital will be very risk averse until they see a lead investment (such as ycombinator) get a few wins under their belt.
Biotech outside the medicine is very new (risky) in the eyes of well, everyone outside the field.
Unless of course, your working on software for biotech.
Your best bet would be finding (& seducing) an angel (you could try finding them on http://angel.co ) ideally you'd need a proof of market & working demo of your product to be attractive and be considered more than a research project.
Keep in mind that alot of these move into Venture Capital, and they will want to see a 10x return on their investment within a 4-6 year period and will not invest unless they are confident you can deliver that.
Ryan's Berkeley Biolabs offers subsidized labspace for share of equity and work with them - which might be your thing but doesn't solve your initial capital issue.
The only other I know of, is the one you mentioned, http://synbioaxlr8r.com/ - but their round of investments is done for this year it seems.
What are your thoughts about crowdfunded projects such as Glowing Plant & Real Vegan Cheese?
For me, they are very exciting, because they demonstrate a proof of market and if you can raise your own money then you become far more attractive to the options above. Doing this would also solve your rolling admission requirement :)
I am currently working on a platform to help better facilitate these kinds of projects.
