Estonia is part of the EU, and therefore has proably implemented the EU
directive that called for GMO regulation according to the model used in
Austria, Ireland etc.

However, how strict they were in implementing it is another question. In
Ireland, an individual can clearly get a license: I did. I'm told in
Germany, that's all but impossible. The frameworks are the same, the
filler is different.
