There has been interest in that before from http://www.stgomakerspace.com in Santiago and I've received interest in the biohack academy from Concepcion. So there are some DIYBiologists in Chile for sure. Backyard brains has done a lot of work in Santiago too. I just don't know anyone in Valparaiso yet. Good luck!
